1. In paragraph 3(d) of my

telegram No. 456 about the general

financial settlement it was noted

that the precise use to which H. M. G. 's

free grant of £250,000 for the

University is to be applied would be

the subject of further discussion

between the two Governments.

supplement the funds made available by the

Hong Kong Government for the

rehabilitation of the University (your
