1. In paragraph 3(d) of my
telegram No. 456 about the general
financial settlement it was noted
that the precise use to which H. M. G. 's
free grant of £250,000 for the
University is to be applied would be
the subject of further discussion
between the two Governments.

that this £250,000 should be used to
supplement the funds made available by the
Hong Kong Government for the
rehabilitation of the University (your
savingram No. 28 refers).

desired to limit the field of
expenditure other than as is suggested
above, but it is hoped that the use to
be made of the grant would be such as to
assist in the development of the
University and so increase British
prestige in the Far East.
